The world exists all at once for no reason, with no beginning or end. The world is generally rotating, so the wind is always blowing and there is no end. Artists gather the parts of existence in the wind and stand against the wind. These are then blown by the next wind and continue on. This is probably what Dylan meant when he sang that the answers dance in the wind.
